Meet the Board

PRESIDENT - Francina G. Victoria has been a member of GLYPN since 2010 and a member of the Board since 2011. She currently serves as an Operations Manager at Community Day Arlington Elementary School. Ms. Victoria holds a Bachelors of Arts in Political Science and a Masters of Arts in Economic and Social Development of Regions, both from the University of Massachusetts Lowell. She plans on furthering her education in the near future and expanding her professional experience.

A native of the Dominican Republic, Ms. Victoria and her family immigrated to the United States over a decade ago and has since resided in the City of Lawrence. Pursuing her passion for sustainability and community growth, Ms. Victoria has been greatly involved with various community agencies and groups that empower and embrace the cultivation of potential within our community.

Ms. Victoria loves to travel and explore new cultures. You can find her on the dance floor showing off her moves. Her goal is to one day travel the world as a humanitarian.

VICE PRESIDENT - Jose Pino is currently employed at Jeanne D’Arc Credit Union as the Virtual Banking Specialist. Mr. Pino holds a Bachelors of Science in Marketing and Management from the University of Massachusetts Lowell, and is also a graduate of the Sandbox Leadership Institute. He was born and raised in Lowell, and currently resides in Lawrence with his wife. Mr. Pino volunteers on the Advisory Board at Jericho Road and as the Administrator of the Music Department at Lawrence Evangelical Church.

Mr. Pino loves to travel and play drums in his spare time. He also enjoys catching up on the latest PS3 video games.

TREASURER - Elisabeth Mulcahy is currently employed as an Assistant Treasurer – Branch Manager with Jeanne D’Arc Credit Union based in Lowell. She holds an Associate degree from Middlesex Community College and is presently working towards a Bachelors of Science in Business Management online with the City University of New York. Ms. Mulcahy is a 2014 participant of the Mill Cities Leadership Institute where she has further cultivated her passion for social justice and innovation within the community.

Ms. Mulcahy is a Lawrence resident who enjoys family, friends, running, trying new restaurants and reading. She aspires to be a role model for young women seeking to improve their circumstances and their communities.

Quin Gonell is a founding member of GLYPN and past President. He is a Social Studies Teacher at Lawrence High School. Mr. Gonell holds a Bachelors of Arts in History from Salem State University. Born and raised in the city of Lawrence, he enjoys giving back to the community and is involved in the Bread and Roses Heritage Festival Committee.

In his spare time Mr. Gonell enjoys watching HBO, working out, and pursuing educational enrichment opportunities.

Frandiego Veloz
has been a member of GLPYN since 2013. He currently works for Lawrence Community Works in Movement City as the music production instructor as well as the staff leader for the youth leadership group of the center. Born in Brooklyn, NY and raised in Lawrence, MA he is passionate about community growth and is always seeking ways to bring value to his surroundings through his creative interests. He is a young entrepreneur, co-founder of Veloz Creative Solutions and interns for Blink Music Studios in Cambridge, MA.

Joshua Alba is a GLYPN Board Member since 2012 and works on the Networking Committee. He volunteered and was mentored for over 6 years at Lawrence CommunityWorks, where he was imbued with a passion in community engagement and advocacy. Mr. Alba has training in Organizing and Facilitation, and is currently a student at Northern Essex Community College under the Liberal Arts program. He contributed to the Occupy Movement in South Florida as Media Coordinator and Organizer until he moved back to Lawrence in December 2010. Utilizing his notable humanitarian experiences, Joshua hosts a monthly community forum for Lawrence residents that addresses local issues and connects them to the world at-large.

Pavel M. Payano is a founding member and the first President of GLYPN. He holds a Bachelors of Arts in Political Science from UMass Amherst and a Masters of Science in Public Affairs from UMass Boston. Since graduating from UMass Amherst, Pavel M. Payano, has worked in the non-profit sector, public sector, and in politics. He started working in 2006 for the Democratic National Committee as the Outreach Director for the Massachusetts Democratic Party. He went on to work for the United States House of Representatives as Special Assistant to Congresswoman Tsongas. Recently he left the Merrimack Valley Sandbox an initiative of the Deshpande Foundation and UMass Lowell to become a full time student at Suffolk University Law School. Pavel is also an elected official in Lawrence.
